Follow standard procedure for cooking potatoes (or use this tried-and-true method as a starting point).
1. While your potatoes are cooking, add the milk, butter, and Parmesan rind to a small saucepan. Set the pan over medium-low heat and bring to a simmer, adjusting the heat as needed to keep it simmering. Cook for at least 20 minutes.
Mash potatoes. Remove and discard the rind, then slowly add milk mixture to potatoes. Sprinkle salt and pepper.

The size of your Parmesan rind doesn't matter! A rind of any size works. Larger rinds produce more taste. For subtler flavor, a smaller rind may work.
At least 20–25 minutes in the pot is recommended, but add 20 more if time allows. Extra flavor comes from leaving the rind in there longer.
